Pakistan Warns of War if India Violates Water Treaty

Sartaj Aziz, Foreign Policy Adviser to Pakistani Prime Minister Nawaz Sharif, warned that Pakistan would consider any Indian attempt to abrogate the Indus Water Treaty to be an “act of war.” Indian Prime Minister Narendra Modi has reportedly considered accelerating the construction of new hydropower plants along the Indus River in retaliation for suspected Pakistani involvement in the attack in Indian Kashmir this month, which killed 18 soldiers. Even increasing Indian consumption of the Indus waters by a small amount could have a profound effect on Pakistan, which relies on the Indus for everything from agriculture to drinking water.

The Cipher Take: The attack on an Indian brigade headquarters in the Kashmiri town of Uri on September 18 is the deadliest in more than two decades, and has deeply strained relations between the two nuclear-armed neighbors. India strongly suspects Pakistani involvement in the incident and is currently detaining two Pakistani men suspected of helping the gunmen to cross the Pakistani border. Retaliatory measures, such as this threat to maximize India’s use of the Indus, may spark a cycle of escalation along one of the world’s most dangerous borders.
