The Chairman of the Joint Chiefs of Staff, General Joe Dunford, will meet with his Russian counterpart in Azerbaijan today. While the meeting was months in the planning, it takes place amidst revelations that Russia deployed a cruise missile in violation of an arms treaty and that Russian intelligence officials had been in contact with members of President Donald Trump’s election campaign. The two officials are expected to discuss military operations in Syria, and the recent uptick in violence in Crimea.
The Cipher Take: Originally, this meeting was intended to find avenues of cooperation in the fight against ISIS. Also in the mix is the first meeting between Secretary of State Rex Tillerson and his Russian counterpart, Sergei Lavrov, in Germany – also occurring today. In both meetings, the handful of incidents this week—Russian planes buzzing a U.S. warship, a Russian spy ship detected off of Delaware’s coast, the deployment of a new nuclear-capable cruise missile, and, last but not least, the alleged communications between Russian diplomats and newly resigned National Security Adviser as well as separate communications between Russian intelligence and Trump campaign officials—will be impossible to ignore. Ordinarily, countries can set aside issues of conflict for the sake of cooperation in other areas, but the prospects of productive meetings here look rocky at best.
